New Horizons Scholarship Program
The New Horizons Scholarship Program is designed to support academic achievement and economic mobility for active participants of rental assistance programs administered by the Housing Authority or a resident of a New Horizons or Housing Authority owned or controlled property. Internet Services
Through a partnership with Cruzio Internet, New Horizons is providing free high-speed internet access to residents of seven Housing Authority-owned properties. This initiative helps bridge the digital divide, ensuring that participants have the connectivity needed for education, work, and daily life in an increasingly digital world.
Transportation Services
In partnership with Santa Cruz METRO, New Horizons provides free bus passes to residents of 19 Housing Authority properties. This program helps eliminate transportation barriers, giving residents easy access to work, medical appointments, and other essential destinations through METRO’s local fixed routes.

Conflict Resolution and Mediation Services
Through a partnership with the Conflict Resolution Center, New Horizons offers free mediation services to tenants and landlords experiencing disputes. Neutral facilitators guide both parties toward mutually satisfying agreements on issues such as lease violations, unpaid rent, and property maintenance, helping to prevent conflicts and evictions.

Project: Silver Bells
Project: Silver Bells is an initiative by New Horizons that brings joy and support to low-income senior adults residing in Housing Authority-owned properties. Each year, care packages filled with festive items are delivered to seniors, spreading cheer and a sense of community during the holiday season. Tenant Workshops
New Horizons offers Tenant Workshops designed to educate and empower residents on topics such as tenant rights, responsibilities, and housing stability. These workshops provide essential knowledge to help participants maintain successful tenancy and navigate the complexities of rental agreements.
