New Horizons Affordable Housing & Development (New Horizons), a nonprofit affiliate to the Housing Authority of the County of Santa Cruz is soliciting for General Contracting Services for the construction of Natural Bridges Apartments, a 20-unit, 3-story affordable housing property located in westside Santa Cruz at 415 Natural Bridges.

Second Bidder’s Conference:
New Horizons Affordable Housing and Development has elected to conduct a second bidder’s conference for general contractors who were unable to attend our first conference.

The next conference will be held virtually on Zoom on Wednesday, September 14, 2022 at 10:00am. Pre-Registration is required.  This meeting is mandatory for general contractors that are interested in responding to the RFQ who were unable to attend the first bidder’s conference and is optional to any general contractor who attended the first bidder’s conference.

Request For Proposals for Project-Based Voucher Program

The Housing Authority of the County of Santa Cruz (“HACSC”) has published a Request for Proposals for project-based vouchers (“PBV”) under the Section 8 Housing Choice Voucher Program (HCV) and is currently accepting applications from property owners and developers. Applications may be submitted at any time.

The Housing Authority has also published “HACSC FY 2022-23 Project Based Voucher Program Guidance for Owner/Developers.” Applicants are encouraged to utilize the guide to familiarize themselves with the PBV program and applicable regulations.

Notice to Interested General and Specialty Contractors

The Housing Authority of the County of Santa Cruz requests responses from qualified General Contractors and Specialty Contractors, including but not limited to: Concrete, Electrical, Painting, Plumbing, Roofing and similar specialty classifications. The Housing Authority is developing a list of pre-qualified contractors to provide construction services for a variety of on-going facility maintenance and modification projects – including vacant unit turnovers, service work and similar. Contractors will be evaluated based on the nature of services required and the qualifications of the Contractor. Depending on nature and location of work, select prevailing wage rates will apply to jobs.

Interested Contractors must complete a “Contractor Information” form – available here or from the Housing Authority office. Contractors must submit completed forms to the Housing Authority office located at:
