Residential, Commercial, and Retail Brokerage Services

The Housing Authority of the County of Santa Cruz (“HACSC”) and its affiliate New Horizons Affordable Housing and Development Corporation (New Horizons) is requesting qualifications from licensed brokers to provide residential, commercial, and retail brokerage services.

Brokers with experience conducting real estate transactions related to affordable housing and/or working with government and non-profit organizations are preferred.

Broker must possess a valid real estate brokers license and be authorized to conduct real estate transactions in California pursuant to Business and Professions Code §10130 et seq. and be in good standing in the State of California as of December 20, 2023, and throughout the term of the contract. Only one submission will be accepted from each firm, organization, or company. Broker must be knowledgeable in the local real estate market of Santa Cruz County.

Request for Proposal for Professional Roofing Consultant Services

The Housing Authority of the County of Santa Cruz (“HACSC”) and its affiliate New Horizons Affordable Housing and Development Corporation (New Horizons) has published a Request for Proposals for Professional Roofing Consultant Services and is currently accepting submissions from prospective consultants. The proposals must be submitted between November 3, 2023 and December 1, 2023 by 5:00pm PST.

HACSC seeks qualifications and proposals from qualified Architecture, Engineering, or Construction Management Professionals to perform consulting and project management services for New Horizons roof replacement project to 14 multifamily properties that are owned or operated by HACSC. The roofing project will involve the replacement of roofs and any other supporting structure deemed necessary for adequate roof replacement. Structures consist of walk-up style multifamily apartments and townhomes no greater than two stories located within Santa Cruz County. Roofs are pitched with asphalt shingles.

HACSC is looking to identify and select a consultant for Scope of Work who will work with HACSC staff to 1) provide technical assistance evaluating sites and develop/identify roofing specifications, 2) prepare scope of work for Request for Qualifications and assist with evaluating responses from prospective roofing contractors to perform roof replacements, 3) Provide project management and oversight for the roof replacement project, 4) Work with solar contractors to determine solar feasibility, recommend and coordinate installation of solar systems, 5) Provide general consulting services to HACSC as it relates to the roof replacement project and installation of solar systems.

Request for Proposals for Research Survey Services

The Housing Authority of the County of Santa Cruz (“HACSC”) and its affiliate New Horizons Affordable Housing and Development Corporation (New Horizons) has published a Request for Proposals for Research Survey Services and is currently accepting submissions from prospective consultants. The proposals must be submitted between September 25, 2023 and October 11, 2023 by 5:00pm PST.

HACSC is interested in conducting a survey of populations served by the Housing Authority and its non-profit affiliate, New Horizons Affordable Housing and Development. The Housing Authority seeks a consultant that will be responsible for conducting a series of surveys to assess 1) programing and service needs, 2) client satisfaction, and 3) program administration on behalf of the Housing Authority and their non-profit affiliate. The consultant will be responsible for facilitating surveys which include but are not limited to consulting services to outline the survey methods and questions, releasing the survey, collecting survey results, analyzing survey data and providing a comprehensive report on the results of the survey. The surveys must be developed and distributed to target a representative sample of the following client groups: Group 1) Housing Choice (HCV) participants that are residing in private housing receiving assistance; Group 2) residents of Housing Authority owned or controlled properties; and, Group 3) property owners and property managers that are currently active or have rented to Housing Choice Voucher, Section 8 voucher holders and/or other forms of rental assistance
administered by the Housing Authority.

Notice to Interested General and Specialty Contractors

The Housing Authority of the County of Santa Cruz requests responses from qualified General Contractors and Specialty Contractors, including but not limited to: Concrete, Electrical, Painting, Plumbing, Roofing and similar specialty classifications. The Housing Authority is developing a list of pre-qualified contractors to provide construction services for a variety of on-going facility maintenance and modification projects – including vacant unit turnovers, service work and similar. Contractors will be evaluated based on the nature of services required and the qualifications of the Contractor. Depending on nature and location of work, select prevailing wage rates will apply to jobs.

Notice of Intent to Award

December 2, 2022

The RFP evaluation committee for this solicitation has completed its review, evaluation, and scoring of all proposals received based on the evaluation criteria published in this Request for Proposals.  With the completion of the evaluation process, the proposal received by Goldfarb & Lipman LLP has been selected for recommendation to the Housing Authority’s Board of Commissioners for their approval to award the contract for General Counsel Legal Services to Goldfarb & Lipman LLP.

Upon approval by the Board of Commissioners, the award will be made and final terms of the contract will be established and executed.

The Housing Authority of the County of Santa Cruz (HACSC), and its affiliate New Horizons Affordable Housing and Development Corporation (New Horizons) – collectively referred to as HACSC are requesting proposals from qualified firms to provide General Counsel Legal Services. HACSC provides rental subsidies, manages, and operates affordable housing units, and develops affordable housing to assist low-income families, seniors, and persons with disabilities living in Santa Cruz County and the unincorporated areas of Hollister and San Juan Bautista. HACSC administers approximately 5,600 vouchers and owns and manages 326 rental units across 20 housing developments.

HACSC is soliciting proposals from law firms qualified to provide General Counsel Legal Services. The scope of work includes providing a wide range of legal services to the Housing Authority, New Horizons and the Board of Commissioners. This includes but is not limited to, research, interpreting laws, proposed legislation, case laws and statutes related to housing, affordable housing programs, affordable housing finance, real estate development, procurement, and contracts. The scope of work will also include ensuring compliance with public records laws, civil rights, fair housing, and labor compliance laws such as prevailing wages and Davis Bacon.  The Housing Authority anticipates the terms of the contract will be for a period of 3 years, with an option to extend the term for up to 2 additional one-year periods with a maximum compensation of $250,000.

Notice of Award
General Contracting Services
for
Natural Bridges Apartments Development

New Horizons Affordable Housing & Development (New Horizons),  a California nonprofit public benefit 501c3 exempt corporation established by the Housing Authority of the County of Santa Cruz issued a Request for Qualifications on August 24, 2022 soliciting General Contracting Services for the construction of Natural Bridges Apartments, a 20-unit, 3-story affordable housing property located in westside Santa Cruz at 415 Natural Bridges.

Upon completion of the evaluation process of proposals received in response to the RFQ, the evaluation committee presented its recommendation to the New Horizons Board of Directors for their approval.  During the Board’s meeting on January 25, 2023, they approved the recommendation to award the contract for these services to Bogard Construction, Inc.

Development of this project is intended to address the need for increased access to affordable housing in Santa Cruz County and we appreciate all responses received for this solicitation.

Request for Qualifications for General Contractor Services for Construction of 20 Unit Affordable Housing Property

New Horizons Affordable Housing & Development (New Horizons), a nonprofit affiliate to the Housing Authority of the County of Santa Cruz is soliciting for General Contracting Services for the construction of Natural Bridges Apartments, a 20-unit, 3-story affordable housing property located in westside Santa Cruz at 415 Natural Bridges.

New Horizons concluded Phase I of the Request for Qualifications (RFQ)on September 26, 2022 and notified selected short-list contractors on October 7, 2022.
