Website and Intranet Design Services
The Housing Authority of the County of Santa Cruz (HACSC) and its affiliate, New Horizons Affordable Housing and Development, Inc. (New Horizons), a California nonprofit public benefit corporation, is requesting proposals from qualified consultants/firms providing website and intranet design/development services.
HACSC serves a wide range of stakeholders which includes program participants, tenants residing in HACSC owned or controlled properties, landlords, elected officials, government agencies, private industry, community partners, and the general public. The website should effectively represent and reflect HACSC’s mission, purpose, and program offerings to disseminate information in a comprehensive and intuitive manner to the stakeholder group.
HACSC intends for the selected consultant to deliver services into two distinct phases. Phase I will focus on services associated with the design, development and implementation of a new agency website. Phase II will focus on services associated with the design, development and implementation of the intranet.
Services shall be performed in accordance with the contract. The initial contract is anticipated to commence in June, 2026 and end upon project completion. The awarded firm must commit to providing the full scope of work and successful project completion.

New Horizons actively manages approximately 294 affordable housing units in Santa Cruz County. New Horizons is committed to enhancing and preserving its existing affordable portfolio as well as expanding opportunities for high quality affordable housing for low-income residents of Santa Cruz County. This RFP is issued solely by New Horizons and is not issued by New Horizons but may be placed on HACSC’s website for convenience and ease of access.
Request for Proposals:
This RFP is for firms with extensive experience monitoring federal and state prevailing wage and labor requirements for the development of 2021 Chanticleer Avenue, Santa Cruz, CA, as an affordable housing project.
Services shall be performed in accordance with the executed contract. The initial contract period is expected to begin immediately following contract award and is estimated to be for duration of development of 2021 Chanticleer Avenue. Specific dates will be provided in the contract. The contract may be extended in accordance with its terms.

New Horizons’ purpose includes, but is not limited, to supporting HACSC with acquiring, developing, financing, rehabilitating, owning, and operating affordable housing for low-income individuals. New Horizons actively manages approximately 294 affordable housing units in Santa Cruz County. New Horizons is committed to enhancing and preserving its existing affordable portfolio as well as expanding opportunities for high quality affordable housing for low-income residents of Santa Cruz County. This RFP is issued solely by New Horizons and is not issued by HACSC but may be placed on HACSC’s website for convenience and ease of access.
New Horizons is in the predevelopment phase for a 61-unit affordable housing project at 2021 Chanticleer Avenue in Santa Cruz County, and intends to finance the development with both Low Income Housing Tax Credit (LIHTC) and HUD Restore Rebuild (formerly Faircloth to RAD). New Horizons anticipates application for 4% or 9% tax credits in early 2027, with construction commencing prior to the end of 2027. New Horizons and MidPen Housing expect to partner in this development.
REQUEST FOR PROPOSALS FOR SENIOR SUPPORT SERVICES
New Horizons is seeking proposals from qualified service providers to deliver senior support services for low-income families and individuals in Santa Cruz County who receive housing assistance through the Housing Authority. These services are critical to empowering participants, supporting greater economic independence, and well-being.
The selected provider will be responsible for offering tailored, high-quality programs that meet the unique needs of senior adults. Services may include case management, social services, health and wellness support, and mobility assistance, with an emphasis on enhancing quality of life and ensuring access to essential resources. The selected provider will deliver tailored support designed to promote health, independence, and access to resources for seniors receiving housing assistance through the Housing Authority.
The estimated population eligible for services is approximately 2,572 senior adults. Please note that the actual number of participants is expected to be lower, as services are voluntary and provided only upon client request.

REQUEST FOR PROPOSALS – LABOR AND EMPLOYMENT ATTORNEY SERVICES

Housing Authority of the County of Santa Cruz has published a Request for Proposals for Human Resources (HR) legal services and is currently accepting submissions from prospective consultants. The proposals must be submitted no later than September 15, 2025 by 3:00pm PST.
HACSC is soliciting proposals from a qualified attorney or law firm to provide on-demand Human Resources (HR) legal services to advise and represent HACSC on labor and employment matters. The selected attorney or law firm for contract award must be able to serve as HR Legal Services Counsel and represent HACSC, in any HR legal matter which may include but are limited to the following:
- Provide legal services pertaining to employment and employee relations matters, including review and revisions of personnel policies and procedures, hiring practices, anti-discrimination laws, wage and hour laws, workplace safety, and constitutional protections.
- Consultation on HR matters that may lead to litigation proceedings, including disciplinary or termination actions,
- Representation in negotiations in mediation, administrative and court proceedings as requested by HACSC or otherwise required by law,
- Provide training on employment-related topics and/or legally required trainings to HACSC management and staff.

Services shall be performed in accordance with the contract. The initial contract is anticipated to commence in January, 2026 will be for a period of one year, and may be extended up to four additional years in accordance with the terms contained within the contract.

Request for Qualifications for Co-Development Partnerships
The Housing Authority of the County of Santa Cruz (“HACSC”) and its affiliate New Horizons Affordable Housing and Development, Inc. (“New Horizons”) has issued a Request for Qualifications (“RFQ”) for Co-Development Partnerships and is currently accepting submissions from prospective co-development partners. Proposals can be submitted at any time while the RFQ remains open. The Developer will provide the necessary skills and expertise to implement the development project and is expected to work closely with HACSC and New Horizons. This RFQ is primarily for the acquisition, financing and development of new affordable housing, however, proposals for rehabilitation of existing housing projects may be considered. All projects must have an affordable housing component to assist households with income levels at or below the low-income limit of 80% area median income and within the jurisdictions of HACSC, which consist of the County of Santa Cruz and the Cities of Hollister and San Juan Bautista.
Responses to the RFQ must include a subject property or properties identified by the Developer and information on the type of co-development activity. The selected Developer will work with HACSC as a co-development partner as established under an executed Join Development Agreement.
Examples of potential co-development activities include:
- Shared ownership of affordable housing
- Co-development of affordable housing
- Co-development of mixed-income housing
- Parcel subdivision with co-development
- Mixed-use with office component
- Turnkey
- Rehabilitation

Notice to Interested General and Specialty Contractors
The Housing Authority of the County of Santa Cruz requests responses from qualified General Contractors and Specialty Contractors, including but not limited to: Concrete, Electrical, Painting, Plumbing, Roofing and similar specialty classifications. The Housing Authority is developing a list of pre-qualified contractors to provide construction services for a variety of on-going facility maintenance and modification projects – including vacant unit turnovers, service work and similar. Contractors will be evaluated based on the nature of services required and the qualifications of the Contractor. Depending on nature and location of work, select prevailing wage rates will apply to jobs.
