The HCV Waiting List will be used to select applicants for the Housing Choice Voucher (HCV) Program, the Project-Based Voucher (PBV) Program, and the Moderate Rehabilitation (Mod Rehab) Program for Santa Cruz County, and for the Cities of Hollister and San Juan Bautista. While on the HCV Waiting List, you may receive housing opportunities for all three of these affordable housing programs.
All completed pre-applications submitted from 9 AM on May 13, 2025, to 5 PM on May 29, 2025, will be accepted. After all duplicate applications are removed all pre-applicants will be randomly assigned a computer generated sequence number. This randomly assigned sequence number, also known as a “lottery number,” means that there is no advantage to submitting a pre-application early.
To apply for the HCV Waiting List, please visit https://tinyurl.com/s839ssaj and complete the online pre-application on the Applicant Portal. If you do not have access to the internet, you can use any public computer or the kiosk in the Housing Authority lobby. Once you have completed the online pre-application, you will automatically receive an email that confirms your pre-application was received. Physical, paper pre-applications are available by visiting the HACSC office, calling the HACSC office, or by emailing [email protected]. Physical pre-applications can be submitted to by post mail to 2160 41st Ave, Capitola, CA 95010, or in-person at the office Monday through Thursday, 8:00AM to 4:30PM. Additionally, a drop-box is available at the office after hours.
We strongly recommend completing the pre-application online instead of submitting a paper application, as you will receive an automatic email confirmation upon submission, and can log into the online applicant portal any time to view waiting list status. In contrast, confirmation of receipt of a physical pre-application may take several weeks.
